Bill was born in Vällingby, Sweden. He is the son of the actor Stellan Skarsgård and My, a physician. His brothers Alexander, Gustaf, Sam, and Valter are also actors, and his half-brothers are Ossian and Kolbjörn. Bill also has a younger sister, Eija.

Bill was nominated for a Guldbagge Award (Swedish Film Awards) in 2011, for his role as Simon in Simple Simon. Bill starred in the Netflix series Hemlock Grove, as Roman Godfrey (2013-2015).
